SITUATION 11 – GRAND FINALE
After months of grinding through the most complex, adaptive, and volatile IADS ever fielded in Afghanistan, Blue forces now stand at the gates of the two remaining strategic nerve centers:

1. The NSF Command Center – Kabul International Airfield
2. The PLA/PLAAF Afghanistan CCP Command Center – Bagram Air Base


These two sites call them the Twin Heads of the Dragon are the last remaining strategic anchors for NSF and Chinese control in Afghanistan. Every missile battery, every radar node, every strike package we have survived thus far was ultimately guided by the operational direction of these two headquarters. Destroy them both, and OPL Phase 2 ends in decisive victory. Fail, and the region remains trapped under both NSF and CCP repression.
NOTE: This is the last ATO for December. There may be additional supplements if required, but this ATO will stand until end of Deployment or if/when Victory conditions are met early.

Evacuations are underway but NSF is blocking most routes out of the city, using the population as a human shield to deter Western attack. Kabul Airport is fully militarized and shut to all civil traffic.

TACTICAL GUIDANCE REMINDERS FOR GROUP

1. Stay low until Makos kill the HQ-22, SA-10 & SA-5
These long-range systems will swat ya instantly if you lose SA.
2. Once SAM coverage collapses — stay standoff and terrain-mask
Kabul basin → use the western ridgeline and southern bowl around Kabul metro.
Do NOT linger over the city at low alt; Shilkas and MANPADS will punish you.
3. The “Crimson Lattice” Shilka grid must be respected until eliminated.
4. Kabul AAA environment is vastly more dangerous than Bagram
Kabul = dense, layered, overlapping, urban-hidden AAA
Bagram = structured, military-pattern SHORAD

5. Best employment patterns:
  • Pop-up JDAM drops
  • Pop-up SDB or HARMs
  • Standoff rockets OR Mavs
  • 10–15 second masked attack runs
  • NEVER orbit over a target area
  • Ingress Egress low behind terrain if SAMs still active whenever safe to do so…

SITUATION 10
Over Thankgiving break, remaining hostile cells were eliminated thanks to CYLON 1-1 and GRIM 1-1. With both Gardez and Ghazni Heliport fully cleared and TF Iron Dagger advancing north, the vJFACC now directs a major offensive into SHOCKWAVE AOR, initiating the FINAL PUSH toward Kabul Airbase (NSF HQ) and Bagram Airbase (PLA/PLAAF HQ). The Shockwave Gate is officially open. The enemy knows it. And they’re panicking.

LORE: CCP General Liang Zhenyu, commander of the PLA Forward Expeditionary Joint Task Group at Bagram, is in crisis as Bluefor forces close on Kabul and Bagram far sooner than he ever believed possible. With the fall of Ghazni Heliport, the capture of Gardez’s artillery and armor park, and the collapse of Shockwave’s AAA belts under Hawg and Viper strikes, Liang’s once-stable defensive dome is crumbling. SAMs are relocating in panic, SA-19 coverage has failed, and J-11 CAP are being forced to fly round the clock on alert. Inside the Bagram Command bunker, Liang rages at his staff as the PLA IADS arc flickers and Bluefor icons press dangerously close to the capital. Realizing his position is slipping away, he orders Contingency QINGLONG a full fallback to the Kabul–Bagram defensive axis knowing this is his final chance to hold the line. If Shockwave breaks, Liang knows the Dragon falls, and with it, his command.

Intelligence confirms that the enemy has reconstituted a hardened, layered defense across the Shockwave valley system. PLA and NSF forces have integrated HQ-17 SAMs, SA-19s, long-range HQ22 and SA-5 coverage, and extensive AAA belts (S-60, KS-19, ZU-23) into a dense barrier defending the approach routes to Kabul and Bagram.CAUTION: The HQ22 will has line of sight from Bagram all the way down the HWY Cooridor, use surrounding ridge lines for coverage and stay low when able to stay clear of this state of the art SAM. These systems, alongside J-11 fighter CAP and KJ-2000 AWACS coverage, represent the final integrated enemy defense lines in Phase 2.

To support this final surge, AH-64D Apache units have been attached to the TF Iron Dagger maneuver plan. Apaches will provide additional valley-penetration CAS, low-altitude suppression fires, and convoy interdiction in the deep Shockwave canyons to help alleviate the workload.

v93 FS (F-16C “Makos”) will conduct high-risk DEAD, SEAD, and OCA sweep operations targeting the HQ-17, SA-5. Makos will hold persistent OCA over the southern Shockwave entry and prosecute PLAAF/J-11 CAP attempting to contest the corridor. Secondary targeting includes strategic FOX-3 opportunities on the KJ-2000 AWACS if BYPASS routing provides a firing window.

v303 FS (A-10C “KC Hawgs”) will perform CAS, anti-AAA, interdiction, and urban cleanup operations along the Shockwave ridge belts and valley floor. A-10s will surgically dismantle the SA-19-guarded PLA ammo depot. The S-60, ZU-23, KS-19 sites, and NSF infantry/technical networks threatening TF Iron Dagger’s advance toward Kabul’s southern suburbs.

Tenth week of OPL Phase 2 initiates breaking open SHOCKWAVE AOR, dismantling the PLA/NSF layered defense architecture, and setting conditions for a decisive assault on Kabul AB and the subsequent strike on Bagram’s Dragon Head IADS dome. CAUTION: This is the final AOR of OPL-P2 and heavily defended by NSF/PLA, PLAAF forces. Extreme caution should be taken for strategic flight planning for the remainder of this campaign! Confirmed threats include entrenched SA-19s POS UNKWN, mobile HQ-17 at 42 S VC 72328 58883 (33° 58.2070' N, 68° 42.0279' E), long-range SA-5 at 42 S VC 84202 87985 (34° 13.9696' N, 68° 49.7082' E), extensive ZU-23/S-60/KS-19 AAA networks, mobile NSF infantry technicals, NSF MI-28 squadron out of Kabul AB, Enemy EW and jamming remain significant, limiting full-spectrum ELINT visibility on suspected PLA state-of-the-art HQ-22 and additional long-range SAMs defending Bagram. Because of this threat being known North of Bagram, all flights should remain under FL180 when possible and to use terrain to remain out of any long-range SAM LOS.

SITUATION 08B
With this week being Thanksgiving, flight operations will be a follow-on situation to 08A, this is an added supplement to ATO-OPL-32125 for this weeks combat flows. With FOB DESERT DRAGON secured and PLA/NSF defenses collapsing across southern Steeljaw, coalition forces now shift from major node elimination to hunting and eradication of remaining pockets of organized NSF and PLA threats in Steeljaw AOR.

Ghazni City remains the final structured resistance node in Steeljaw... the last major choke point preventing TF Iron Dagger from advancing toward SHOCKWAVE and the PLA’s strategic infrastructure belt.

ISR assets are onstation for dynamic hunting and coordinates.

ENEMY SITUATION
Steeljaw AOR:

• Numerous dynamic pockets of PLA PGZ-09, ZSU-23-4, NSF technicals, mortar teams, and abandoned ANA outposts.
• The Northwest PLA Ammo Depot at 42 S UC 97365 50563 was obliterated by PUMA-1 last night.
• ISR located a second surviving PLA Ammo Depot, positioned along the Kandahar Highway north of the AO at 42 S VC 60793 39075.
• Gardez Airfield intermittently hosts PLA PHL-16 artillery batteries (MGRS 42 S WC 21521 20013). These have fired sporadically into the Steeljaw approach corridor.
• Ghazni outskirts still contain NSF threats roaming around the ridgelines.

Shockwave AOR (Northern Threat):
Emissions remain active from an SA-5 Gammon battery at BAGRAM, which has launched on CYLON, SPOOKY, FALCON, SWEETTOOTH, and CONDOR flights over the last week. (Roughly 90NM north). The WEZ now partially overlaps the northern Steeljaw airspace and dominates all of central and southern Shockwave.
• High-priority threats expected in coming weeks: HQ-17, HQ-22, and long-range PLA radar sites forming a defensive dome around the “Dragons Head” (PLA/PLAAF Command at Bagram).
• NSF command is now confirmed to be operating a Kabul Airbase control node, providing ISR tracking and surface fires coordination.

SITUATION 08A
With FOB DESERT DRAGON eliminated and secure under coalition control, the vJFACC directs a follow-on clearance and interdiction package to dismantle remaining PLA and NSF defensive pockets entrenched throughout the Steeljaw AOR. Intelligence confirms that fragmented PLA remnants primarily PGZ-09 SHORAD, ZSU-23-4, and NSF BMP cells have withdrawn into ridgeline cave networks, abandoned ANA positions, and mobile hide sites stretching north toward Ghazni.

Ghazni City remains the final hostile checkpoint inside the Steeljaw AOR and serves as the last organized staging hub for PLA and NSF resistance before the corridor opens into SHOCKWAVE AOR, where PLA long-range fires and reactor-linked infrastructure are believed to be consolidating. Enemy forces in Ghazni have integrated SHORAD, technicals, and fortified infantry belts to stall Bluefor's northward advance.

v93 FS (F-16C “Makos”) will conduct prioritized AI, SEAD, TARCAP, eliminating any popup SA19, PGZ-09 and ZSU systems along the Ghazni approaches, followed by precision strikes on PLA and NSF strongpoints. They will establish CAP over the Ghazni Axis and deny any PLAAF reinforcement into Steeljaw.

v303 FS (A-10C “KC Hawgs”) will execute AI, CAS, anti-cave operations, low-altitude interdiction, and target cleanup, prosecuting known compounds with caves entrances underground, technicals, armor, and personnel concentrations embedded along the ridgelines and within the Ghazni chokepoint. A-10s will coordinate with JTAC for terminal attack guidance and ensure full clearance for TF Iron Dagger’s movement north.

SITUATION 07A
After successful Khost seizure operations, the vJFACC directs a decisive strike package against FOB DESERT DRAGON — a PLA ARMOR HQ and forward Chinese command node. Intelligence indicates the FOB houses senior PLA command staff and contains a functioning HQ-17 site and an LD-3000 C-RAM capability. A high-value individual (HVT), Gen. Li Zhenhua (PLA 9th Armor), is assessed to be operating within the main command compound. Neutralizing this FOB will disrupt PLA tactical command and tempo across the Steeljaw axis and materially enable our northward advance.

v93 FS (F-16C “Makos”) will provide prioritized SEAD/DEAD to suppress and destroy HQ-17 and associated SAM/air defense assets, employ SDB (GBU-39B) packages, and establish escort/air superiority windows for follow-on bomber and strike elements.

v303 FS (A-10C “KC Hawgs”) are to provide CAS and terminal attack guidance against cleared tactical armor and command compounds inside the FOB once radar threats are neutralized. A-10s will clear approaches for ISR, mark targets, and perform battle damage assessment (BDA) for re-attack cycles with the help of JTAC.

SITUATION 06A
Good work taking out the PLA 7th and 9th forward armor elements. Next up… we are to attack, clear, and secure the Khost dirt strip to enable Bluefor and our A-10s to land and establish a strategic Forward Operating Base. This position deep and secluded, behind the FLOT within enemy lines will materially shorten transit times for future AOR, raise sortie generation rate, and provide persistent CAS/strike capability for the northern advance through Steeljaw into Shockwave.

v93 FS (F-16C “Makos”) will provide SEAD/DEAD packages against confirmed SA-6 and PGZ-09 positions around the airfield; suppress local PLA AD and EWR nodes for ingress/egress windows and Provide day/night escort for transports and ISR assets.

v303 FS (A-10C “KC Hawgs”) are to provide persistent CAS overwatch and terminal attack guidance for clearance teams; coordinate with SEAD for AD suppression. Execute combat landing, establish immediate on-field security and FARP operations; generate future msn launches from Khost.

Sixth week of Phase 2 is to Seize and secure the dirt strip Khost airfield (NE corner Steeljaw AOR). Located ~234 NM NE of Kandahar and positioned just 66NM east of FOB Desert Dragon, Khost will shorten transit times to northern target sets, increase sortie generation and persistent CAS availability for the task force, and provide a forward node for logistics and sustained strike operations but expect credible PLA SA-6/PGZ-09 threats, QRF NSF militia responses, and the need for robust SEAD before any manned landings. Successful seizure of Khost field will earn HHQ consideration for priority forward operating field designation and allocation of additional logistics & msn generation assets to the v303FG.

  • Primary OBJ: Immediate surprise attack suppression/destruction of any emissions around the airfield. Persistent ISR → identify AD/SHORAD nodes (priority: SA-6 + PGZ-09 at Khost).

A-10s will then conduct combat landing for immediate FARP activation. Bluefor will be working hard with logistics from Kandahar Emplace fuel/muns, harden defensive positions, rotate personnel through various approaches and departures onto the dirt strip.

SITUATION 05A
Last week was costly for Blueforces. We suffered significant platform and personnel losses across the front. That said, we achieved decisive effects against several high-value PLA elements and have a viable window to exploit. Immediate priorities are to rebound our tempo, and finish the destruction of remaining frontline PLA armor and IADS so TF Iron Dagger can renew its northward advance.

Key Effects and Current Enemy Disposition
  • Major EWR / IADS effects: The majority of Steeljaw EWR nodes have been destroyed. Multiple frontline HQ-7 and HQ-17 sites that directly protected the FLOT were removed by v93FS SEAD ops. The deeper SA-10 C2 node that covered Steeljaw and Shockwave was largely neutered... a major degradation of PLA IADS WEZ reach though some launcher elements remain. One HQ-17 signal persists from the PLA Armor HQ at FOB Desert Dragon.
  • PLA armor: The PLA 7th Armor Battalion forward element has been heavily fractured by v303FS air support; multiple dismount pockets remain and are withdrawing north. The 9th Armor Battalion forward element is currently halted and holding ground east of Qara Bagh. Task Force scouts and an on-station JTAC (Axeman) are monitoring the 9th and are ready to call CAS on station.
  • Mechanized & light forces: Multiple NSF BMP cells and isolated “tango” elements are dispersed throughout the objective area and present continuous short-range mechanized threats to the FLOT.
  • AAA / rotor threats: ZSU-23 and other mobile AAA systems, plus Mi-8 escorts, continue to maneuver along the FLOT and remain an immediate tactical hazard to CAS operations and low/wingman penetration profiles. Parked/abandoned Mi-8s at Urgoon Heliport and Ghazni ramps present high-value opportunistic targets.
  • Other air defenses: Ghazni Heliport hosts a dormant SA-6 emplacement (no factor for this week); SA-2 coverage exists in the northern Steeljaw sectors (not currently decisive at the FLOT). Another HQ17 is emitting from FOB Desert Dragon. Stay away for now.

Friendly Friction and Losses
  • Blue took heavy attrition during last week’s high-intensity exchanges (notably GRIM 1-1, B52H. WARLOCK 1-2, F16 “Hudson”, SPOOKY 1-1, A10C “Mattie” SPOOKY 1-2 “Muldoon”) and unfortunate Blue on Blue Guns exchange due to no PID or trolling (WARLOCK 1-3, F16C “Beercan”). PLA high end HQ-7 AND HQ-17 systems demonstrated especially lethal behavior: very small, fast engaging WEZs that often provide little RWR cueing and can “snap” to track/fire in seconds, particularly dangerous when multiple aircraft are simultaneously in the AO as only the aircraft its tracking will receive any sort of tone on RWR at any given time, where the other aircraft will be sensor clear until sudden change of track. This characteristic contributed directly to the B52 loss and a subsequent change of track barrage-kill on Spooky 1-1 (Mattie) A-10C. Although Intel shows 1x remaining HQ17 in Steeljaw at this time, all aircraft should Use terrain masking/low-observable ingress when flying into its WEZ, coordinated SEAD, and staggered axial approaches to mitigate the fight on her. She is a nasty SAM site.

v93 FS (F-16C “Makos”)
  • Immediate suppression and destruction of ZSU-class threats, popup mobile SAM emissions, and any inbound rotor or fixed-wing threats that jeopardize A-10 CAS windows or TF maneuver. Drones (Wing Loong) are no longer a required target engage UAS only if they present an immediate kinetic threat or critical ISR value. Although be advised they continue to drop munitions on our Task Force, as shown here in prior msns:

  • Immediately prosecute the remaining PLA 9th Armor Battalion forward element and exploit any targets of opportunity along the frontline.
  • “Axeman 1-1” JTAC is on-station and cleared hot for TGT requests and terminally control CAS to obliterate the 9th Armor defense when v303 packages are inbound and established.

  • Corridor Shaping: Rolling SEAD missions neutralize residual popup SAM nodes. After suppression, v93 transitions to BARCAP to hold the corridor.

SITUATION 04A
TF Iron Dagger continues deliberate northward pressure toward Steeljaw. Over the last two weeks PLA Wing Loong-1 UAS traffic into the AOR has been identified by multiple v303FG sipr reports; last night a Wing Loong dropped a munition in proximity to TF maneuver elements and has since become HOT against Bluefor ground forces. TF ground reports indicate PLA UAS are conducting ISR and at-will strike runs on columns and dismounted elements.

PLA engineering elements are reinforcing FOB Desert Dragon and preparing layered point defenses. Concept of Operations

SITUATION 03A
Excellent work neutralizing Taliban command and EWR coverage throughout Windblade AOR. With their early warning net shattered, Task Force Iron Dagger continue pressing its armored columns north along the Kandahar–Ghazni Highway into the mountain passes leading toward Steeljaw.

*URGENT: Late last night, UH-60 MEDEVAC callsign “Roadkill 2-1” went down in the Windblade mountains, west of the HWY after reporting engine fire after taking a hit from suspected Manpad insurgents. The crew transmitted a short “Mayday–Mayday” before the beacon switched to emergency mode. ISR confirms the beacon is still active, but PLA recon detachments and NSF militia are racing from the north to seize the wreck and any survivors. Terrain is steep, weather volatile, and time is critical. TF Iron Dagger requests immediate air support to assist with recovering the downed aircrew.

Chinese engineering battalions are seen moving rapidly to plug coverage gaps left by the destruction of Abe Istada’s SA-2 site and their southern most IADS net nodes. They are deploying mobile HQ-9 and HQ-17 platforms into Steeljaw, attempting to form an overlapping A2/AD umbrella.
v303 FS (A-10C “KC Hawgs”) will scramble alert launch to provide CSAR/CAS support.

Third week of Phase 2, is focused on executing a CSAR/CAS support msn to recover Roadkill crew in the Windblade mountains. As well as initiating the multi-corridor SEAD/DEAD + BARCAP campaign to clear a northern approach to Steeljaw for the Group. Key priority sites of this AOR: PLA LOGI DEPOT “RED DRAGON”, and FOB “GHAZNI”. NOTE: This msn activates the approach task set to takeout PLA FOB RED FANG, recently identified by ELINT as one of the PLA’s first artillery, tank, and munition depots in theatre and is located in Steeljaw AO. “RED FANG” lies just east of the Kandahar–Ghazni Highway and serves as the logistics heart for PLA 6th Mechanized Group. No direct strike authorization yet; this weeks objective is to cut open an ingress corridor, dismantle overlapping IADS coverage, and mark the approach routes for future deliberate attack on FOB RED FANG.

    • Primary OBJ: Strategize and shape the airspace corridor against identified PLA targets: PLA LOGISTICS DEPOT “RED DRAGON” (PLA munitions/artillery/tank node east of the HWY) and forward PLA FOB “GHAZNI” by clearing the IADS approach lanes and marking ingress routes for deliberate destruction. With the Taliban checkpoints and their SA2 site destroyed, neutralization of HVT Nikhil Rashid at the former Firebase ANACONDA (BDA: SPOOKY Flt ISR) is pushing insurgent networks in a flux. Shadow governors are consolidating and brokers are moving insurgent personnel toward HQ Abe Istada to re-establish command and protect logistics caches. Expect punitive raids, IED harassment on our northern Task Force, and an organized effort to turn Abe Istada into a temporary rally point.   2. Immediately after, F-16s establish BARCAP north of lake Isada while MQ-9/RQ-4 continue real-time ISR and mark targets that can be relayed if msn requires.
  3. v303 A-10s execute strike on the HQ Objective, ensuring hardened TGTs and infrastructure is destroyed.
  4. ISR re-sweep for remaining threats, re-task SEAD if radars reappear, recover to Kandahar, and publish BDA/AAR with updated intel for future ad-hoc flights, command and control.

SITUATION 01A
  • Over the last month, US/NATO Bluefor Task Force “Iron Dagger” has staged and began the Phase 2 push northeast to force back the Redfor coalition known as “NSF”. Made up of PLA elements, Afghan Army remnants, and Taliban warlords who have consolidated logistics and air-defense belts around Bagram/Kabul and are funneling material north to south from Sentinal AOR through to Windblade AOR.
  • PLA HQ is staged at Bagram AB.
  • PLAAF air assets KJ-2000, J-11 and Cargo aircraft operating out of Bagram AB provide limited local air superiority.
  • PLA long-range IADS (HQ-22 / HQ-17) cover approaches into the airspace. Lower-grade SAM threats are also seen in the AOR.
  • Afghan Army is made of US made abandoned vehicles, helicopters and a mix of small to heavy weapons.
  • Taliban insurgent forces are made up of technical, small arms, IED teams, and guerrilla forces.
  • v303 FS (A-10C) and v93 FS (F-16C) from Kandahar AB will prosecute SEAD/DEAD, AI/CAS, COIN interdiction, and HVT strikes in support of TF Iron Dagger’s ground advance.
  • At this time, key long-term campaign priorities are to neutralize Insurgent checkpoints along the Kandahar-Ghazni Highway, takeover PLA strongholds (Bagram/Kabul), eliminate NSF leadership nodes (Baharak, Ghazni, Jalalabad), suppress HQ-series SAM IADS, and interdict logistics supply routes (Eshkashem, Jamarj-e Bala).

First mission of Phase 2, is to clear and secure the Kandahar–Ghazni highway corridor (south→north) to enable TF Iron Dagger advance into STEELJAW. We must neutralize remaining Afghan Army remnants and insurgent forces in WINDBLADE AOR.
1. v93 FS (F-16)
o Conduct emitter suppression engagement and radar search sweeps across WINDBLADE AOR (sniff EWR emitters, search/tracking radars, other radiation). Report any additional signals on SIPR.​
o Establish BARCAP in northern WINDBLADE to protect A-10 interdiction and highway clearance operations. Remain on-station for defense as required.​
2. v303 FS (A-10)
o Patrol WINDBLADE AOR and eliminate insurgent patrols, road block checkpoints, and ambush nodes as they popup.​
o Primary OBJ: clear Kandahar–Ghazni highway from south to north (roadblocks, technicals ect.) at FOB SMART and FOB BULLARD.​
3. Concept of Operations
1. v93 F-16 SEAD package conducts emitter searches and HARM strike to suppress/destroy any northern WINDBLADE radar coverage.​
2. Immediately after, F-16s establish BARCAP north of the corridor while MQ-9/RQ-4 continue real-time ISR and mark targets that can be relayed if msn requires.​
3. v303 A-10s execute air interdiction attacks down the Kandahar Ghazni highway (south→north), removing Taliban checkpoints, technicals, and logistics nodes.​
4. ISR re-sweep for remaining threats, re-task SEAD if radars reappear, recover to Kandahar, and publish BDA/AAR with updated intel for future ad-hoc flights, command and control.​
4. Deconfliction & Control
o Flight Leads must deconflict all shared-AO operations when v93 and v303 elements operate within the same airspace.​
o Initial check-in with AWACS/Warlord per IFG at 15 NM outbound or as briefed by Mission Commander.​
o ISR assets on-station for additional target designation and updates via F10 menu as required.​
o Reference FRAG orders and maps for additional unit ATOs & planning overlays.​
o Do NOT engage STEELJAW AOR unless otherwise briefed/authorized.​
o PID required for all engagements.​
5. Commanders Intent
o Dominate the skies over WINDBLADE, eliminate every Taliban checkpoint on the Kandahar–Ghazni corridor within 48 hours of ATO so TF Iron Dagger can drive through unopposed.​

Operation Prevailing Liberty Phase 2
5 September 2025​


1. GENERAL
1.1 Higher Authority includes SECDEF, JFC, JFACC, JFLCC, JFMCC, CC/v303 FG, or designated Mission Commander (MC).
1.2 All v303 FG members will execute missions IAW this SPINS, v303 FG manuals, and the OPL-P2 IFG.
1.3 Previous SPINS are obsolete; changes for Phase 2 are in bold/italic/underlined.


2. AIRSPACE USAGE PROCEDURES
2.1 All AORs (Sentinal, Shockwave, Steeljaw, Windblade) are controlled via v303 FG ATO cycles.
2.2 Airspace corridors to/from Kandahar AB must be coordinated through C2 (“Warlord” ) or AWACS (“Magic”) to deconflict ISR, tankers, and strike packages. Latest Coordination card shall be briefed for every Thursday FN tasking.
2.3 Border crossing into Tajikistan or Pakistan is prohibited unless Command directs.
2.4 Maintain 12 NM buffer from sovereign airspace unless executing approved strike/cap/intercept.
2.5 BDZ (Base Defense Zone) extends 20 NM around Kandahar AB; all traffic must squawk assigned codes and check in with Tower.


3. COMMUNICATIONS PROCEDURES
3.1 KY Secure comms NOT-REQ (SRS preset frequencies per IFG) unless directed otherwise.
3.2 Initial check-in: Flights must declare callsign, mission type, and ordnance once checking in with MAGIC or WARLORD.
3.3 Codewords will be assigned per frag order if required.
3.4 NORDO: Aircraft proceed direct Kandahar recovery point, squawk 7600, follow NORDO recovery procedure.
3.5 All tanking, CAS, and ISR handoffs will be coordinated with MAGIC or WARLOD AWACS to minimize frequency congestion.


4. TANKER PROCEDURES
4.1 Tanker tracks “Octane” (Texaco) and “Vaportrail” (Shell) are active; locations per IFG.
4.2 All flights must broadcast refueling intentions on assigned tanker freq before approaching 10 NM.
4.3 Second flights maintain 0.5 NM trail or stack up in observation position until cleared by tanker.
4.4 Tankers can be adjusted via F10 refueling menu; coordination required to avoid conflicts.
4.5 Tanker support will progressively move northward as FLOT advances to better support msn.


5. RULES OF ENGAGEMENT (ROE)
5.1 Inherent Right of Self-defense applies against Hostile Acts or Hostile Intent.
5.2 PID is required for all strikes. Threats such as PLA J-11B, NSF armor, Taliban technicals, and AAF remnants are by default RED once identified.
5.3 Strikes in urban centers (Bagram, Kabul, Ghazni, Jalalabad) require ISR/SOF validation.
5.4 JTAC/FAC(A) approval required within 1 NM of Task Force Iron Dagger or coalition SOF. Use smoke colors if able for positive ID and deconfliction with friendly ground forces.
5.5 Weapons release outside these conditions requires higher HQ authorization.


6. IDENTIFICATION CRITERIA
6.1 Aircraft:
FRIENDLY: Coalition aircraft squawking assigned IFF or Mode 4 declares friendly.
HOSTILE: PLA J-11B, transport aircraft supporting NSF, aircraft of Afghan Army, PLAAF, or Insurgent identifiers.
UNKNOWN: Contacts not squawking but not maneuvering aggressively (report as BOGEY) and declare with MAGIC.

6.2 Ground:
FRIENDLY: TF Iron Dagger armor/mech infantry; Australian HUMINT teams; CJTF SOF.
HOSTILE: NSF armor/technical convoys, PLA radar/SAM sites, Taliban militia compounds.
PID required by TGP, ISR feed, or visual.


7. ACCEPTABLE LEVEL OF RISK (ALR)
7.1 Initial ALR = MEDIUM or HIGH for most missions.
7.2 SEAD/DEAD ops against PLA HQ-22, HQ-17 that require HIGH ALR is Command Approved.
7.3 ALR will be briefed in each frag order and dynamically updated during missions.


8. EMISSION CONTROL (EMCON) LEVELS
8.1 EMCON 1 – Full EMCON; no emissions except essential nav/comm.
8.2 EMCON 2 – Radios guarded, radars limited to RWS/TWS for SA only.
8.3 EMCON 3 – Full mission radar and comms authorized.
8.4 EMCON levels will be assigned per frag/ATO based on mission (SEAD vs CAS vs AI).


9. WEAPONS SYSTEMS & AIRCREW GUIDANCE
9.1 Unguided munitions prohibited within 5 NM of Blueforce/civilians unless cleared by Command.
9.2 CBUs are authorized, but cannot be employed within 5NM of Blueforce/civilians.
9.3 Ripple penetrator strikes (GBU-10/24) required against hardened PLA EW facilities (Yamgan Mountain facility). These ATOs will be briefed to ensure FLs know the munition requirement.


10. BASE DEFENSE ZONE (BDZ) PROCEDURES
10.1 BDZ radius: 20 NM around Kandahar AB.
10.2 All inbound flights must check in with Tower prior to entry.
10.3 Any unidentified aircraft entering BDZ without squawk/comm clearance may be declared HOSTILE by AWACS or Tower.
10.4 Defensive CAP will maintain presence between BDZ and AORs during peak operations.


11. PERSONNEL RECOVERY (PR)
11.1 PR assets: 2x “Ghost” Medivac Blackhawks on station from Kandahar daily.
11.2 Aircrew must broadcast “MAYDAY, MAYDAY, MAYDAY” with their callsign before ejection.
11.3 Downed aircrew will write down coordinates of where they parachute land, so that it can be reported on SIPR. TF Iron Dagger or SOF teams will be tasked for rescue. Once shotdown, and coordinates are annotated, you are clear to disconnect from server.
11.4 Wingmen of downed aircraft must log last position, ejection status, and local threat assess on SIPR after action report.

NARRATIVE:
Following the setbacks of Phase 1 to the hostile Afghan Army forces, Afghanistan’s destabilized Northeast has become the staging ground for a new alliance of adversaries. Under the banner of the Afghan National Security Force (NSF) elements of the Taliban, Afghan Army remnants, and Chinese People’s Liberation Army (PLA) have united to consolidate their last grips of control in the region. The PLA have established forward operating bases at Bagram and Kabul, embedding advanced SAM systems and air superiority fighters in support of Taliban militias. Intelligence suggests the PLA seeks to expand its regional influence under the guise of “counter-terror cooperation,” while Taliban warlords exploit the partnership for weapons, cash, and legitimacy.

The v303rd Fighter Group will deploy to Kandahar AB (OAKN) from Spangdahlem AB, Germany, tasked with dismantling this coalition, neutralizing PLA assets, and restoring regional stability. Phase 2 expands combat operations into Northeastern and Central Afghanistan, countering the Afghan National Security Force (NSF), a coalition of Chinese People’s Liberation Army (PLA) elements, Afghan Army remnants, and Taliban insurgents.

This deployment order outlines theatre priorities, objectives, and tasks in the Area of Responsibility (AOR). All members must read in full and adhere to standards.

SITUATION:
A. Enemy Forces
  1. The NSFis entrenched across four AORs NE from Kandahar AB:
    • Sentinal AOR: Baharak, Fayzabad, Taleqan
    • Shockwave AOR: Bagram, Kabul, Jalalabad, Maidan Shahr
    • Steeljaw AOR: Jaghatu, Ghazni, Sangi Masha
    • Windblade AOR: Qalat-e-Gilzay
  2. PLA forces are primarily positioned at Bagram AB, expected to establish long-range SAM coverage (HQ-series sam) and logistics to the surrounding AORs. Taliban/AAF use abandoned U.S. and Soviet equipment, creating complex ID challenges.
  3. The NSF has limited but expanding air defense and potential Chinese ISR/A2AD integration.
High-Value Leadership (HVTs):
  • Gen. Chen Weihao (PLA) High-level CCP commander rumored to oversee PLA deployment in Baharak sector. Target for ISR and eventual strike.
  • Mullah Qadir Rahmani (Taliban) Former Phase 1 insurgent commander, now ideological leader of Taliban-PLA alliance. Controls smuggling pipelines in Badakhshan and Nuristan; possible linchpin of NSF cohesion
  • General Farid Ahmad Dostum (Afghan Army) Former Afghan National Army Corps Commander. A career Afghan officer, General Farid Ahmad Dostum was once a respected commander within the ANA during coalition operations. Following the U.S. withdrawal and collapse of the Afghan government, Dostum aligned with the PLA to preserve his own influence and power.
B. Friendly Forces
  • v93 FS (F-16C) and v303 FS (A-10C) will conduct Phase 2 operations from Kandahar AB (OAKN).
  • Support assets include RAAF E-7 AWACS (Magic), USAF KC-135 tankers (Texaco “Octane track” & Shell “Vaportrail track”), and USAF ISR platforms (RC-135, MQ-9, RQ-4).
  • Task Force Iron Dagger will advance along the Forward Line of Troops (FLOT), pushing northeast through Windblade, Steeljaw, Shockwave and Sentinal AORs. Their forward progress will be synchronized with v303rd FG sanitizing key targets via CAS, AI, and SEAD/DEAD strikes. As airpower reduces NSF air defense and command nodes, TF Iron Dagger will exploit the cleared routes to seize ground and re-establish coalition footholds in Ghazni and beyond. Their security will be key to preventing the NSF from re-infiltrating sanitized AORs once air sorties conclude. TF Iron Dagger is a part of the CJTF coalition and is made up of U.S. Army mechanized infantry, U.S. Marine detachments. Previously stationed at FOB Restrepo prior to the withdrawal, they have since been reinforced with Abrams and Bradley platforms flown in via Kandahar.

MISSION:
  • The v303 FG will establish air dominance over Afghanistan, destroy NSF assets, provide close and deep strike operations, and enable airspace security for coalition forces to reassert control.
  • Theatre objectives will include:
    1. Neutralize PLA strongholds at Bagram and Kabul.
    2. Eliminate NSF leadership nodes in Baagram, Kabul, Baharak, Jalalabad, and Ghazni.
    3. Suppress enemy air defenses (SEAD/DEAD) units fed in from the Wakhan Corridor.
    4. Interdict supply lines along Eshkashem, Jamarj-e Bala, and other key chokepoints.
    5. Support TF Iron Dagger operations push NE through persistent CAS, STRIKE and ISR assistance.

EXECUTION:
A. JOINT FORCES AIR COMPONENT COMMANDER (JFACC) INTENT
  • The JFACC’s executional intent is to ensure the v303rd Fighter Group (v303 FS A-10C / v93 FS F-16C) maintains a constant state of combat airpower readiness. Critical airpower will provide defense of Blueforce units, deliver precision strike capability against NSF/PLA positions, and execute SEAD/DEAD operations to open corridors for Task Force Iron Dagger to advance.
  • The desired JFAC intent of Phase 2 execution is that:
  • The Taliban and NSF militias lose the ability to operate freely or control terrain.
  • Afghan Army remnants aligned with the NSF are combat ineffective and unwilling to continue their un-lawful organized resistance.
  • PLA units are forced to withdraw from Afghanistan, their A2/AD presence dismantled, and command nodes neutralized.
  • Task Force Iron Dagger, supported by coalition SOF, secures key terrain in Steeljaw, Shockwave, and Sentinal AORs, denying enemy re-infiltration and restoring operational control to Blueforce elements establishing new stable security in Afghanistan.
B. ACCEPTABLE LEVEL OF RISK (ALR)
  • OPL-P2 ALR is established as HIGH for all missions unless otherwise directed.
  • Hunter-Killer SEAD/DEAD operations against PLA long-range SAMs in Wakhan and Bagram sectors approved.
  • ALR will be dynamically adjusted by v303 FG Command based on combat losses, threat evolution and mission criticality.

C. COLLATERAL DAMAGE GUIDANCE (CDE)
  • Collateral Damage Estimate (CDE) levels remain 1 through 3 dynamically per objective.
    • CDE 1: No collateral damage expected.
    • CDE 2: Minor collateral damage possible, proportional and acceptable.
    • CDE 3: Significant collateral damage possible.
  • Any un-planned strike expected to exceed CDE 2 requires v303 FG Command approval prior to execution.
Special Emphasis:
  • Strikes in major urban centers (Bagram, Kabul, Ghazni, Jalalabad) must be coordinated with Command, SOF or ISR validation before weapons release. Pre-planning these strikes will be required.
  • Positive Identification (PID) is mandatory against NSF/AAF units due to widespread use of captured U.S. vehicles and equipment.

D. TIME-SENSITIVE TARGET (TST) GUIDANCE
  • TSTs remain top priority for immediate tasking.

  • PLA SAM systems (HQ-22 / HQ-17).
  • PLAAF Assets (KJ-2000).
  • NSF leadership HQs or convoys (Chen, Rahmani, Dostum).

  • For TSTs, ALR shall be HIGH and CDE up to 3 is authorized unless otherwise directed.

Effective 0001Z on 01 October 2025, you are hereby ordered to commence operations at Kandahar Air Base, Afghanistan under the authority of vUSCENTCOM in direct support of Operation Prevailing Liberty – PHASE 2 (OPL-P2).

In the months of August and September the v303rd Fighter Squadron and v93rd Fighter Squadron will be required to complete pre-deployment training at the individual, flight, and squadron level. Training will be tailored to prepare for the PLA-backed threats and may include:
  1. CAP – Combat Air Patrol against advanced fighter threats.
  2. CAS – Close Air Support in high-threat SAM/SHORAD environments.
  3. SEAD/DEAD – Suppression/Destruction of Enemy Air Defenses against modern PLA and legacy Soviet systems.
  4. FAC(A) – Forward Air Controller (Airborne) for joint ground-air integration.
  5. ESCORT – Protection of strike and transport packages in contested airspace.
  6. Additional training directives will be issued through command channels.

Assumed threats in Phase 2 are as follows (More intel to come in DEPORD):
  1. J-11B Flanker derivatives patrolling NE Corridor.
  2. PLAAF transport aircraft delivering military cargo and ISR platforms to forward bases and AWACS.
  3. HQ-22 long-range SAM sites covering the upper Wakhan Corridor.
  4. HQ-17 medium range SAM batteries near Kabul, Feyzabad, Eshkashem, and Warduj Valley.
  5. Legacy PLA/RU SAM units defending high-value airfields, mobile convoys and command posts.
  6. Taliban SHORAD teams, and small arms emplacements.
  7. Light arms and ISR support provided to NSF-aligned militias by PLA smuggling elements.
  8. PLA PMC-style contractors operating EW/SEARCH radar sites, SAM systems, and providing tactical coordination for Insurgents.

The deployment will consist of A-10C, F-16C assets from the v303rd Fighter Group. Expect the presence of other coalition aircraft operating in theater for force projection and higher headquarters taskings, as well as ISR, tanker, and various support platforms

The official DEPORD will be published late August or early September for entrance to theatre tasking details, AOR assignments, and ROE updates for the current situation in Afghanistan.

All questions and clarifications regarding this deployment will be directed through your squadron command teams. Begin final mission preparation immediately. Please begin to prepare, and good luck!
