Chinese People’s Liberation Army forces under General Zhang have escalated their support for the Afghan National Army, establishing forward operating convoy depots and staging areas across central and northern Afghanistan. Their strategic intent appears to be the deployment of advanced SAM systems and armored units to dominate key terrain and restrict coalition air superiority in the Soundwave AOR.
Intel has found that the city of Nili, located deep in the Nili mountain ranges near Nili Airport, has emerged as a critical hub for PLA logistics and armor, facilitating their northward expansion and threatening coalition control of the region.
Last week, on 20 MAR 2025 (MSN07625), V303EFG executed a decisive operation in the northern sector of the Soundwave AOR. A combined force of F-16, A-10, B-52, and MQ-9 Reapers targeted a network of Chinese HQ-7 and SA-8 short-range SAM systems entrenched along the North Soundwave corridor. The strike neutralized HQ-7 batteries and SA-8 launchers, with confirmed BDA indicating a significant reduction in PLA air defense coverage south of the Nili mountain range. This success opened a critical low-altitude corridor, previously denied by overlapping SAM engagement zones, enabling coalition air assets to penetrate deeper into PLA-controlled territory.
This is allowing V303FG to plan a bold deep-strike mission targeting General Zhang’s northernmost assets. Intelligence confirms that Nili is currently a staging ground for PLA armor (Type 99 tanks, ZBD-04 IFVs) and a logistics depot supplying fuel, munitions, and spare parts through convoys operating within the local area. This site is pivotal to Zhang’s efforts to reinforce SAM emplacements (notably the HQ-22) and mobilize armored units southward into the AOR. The proximity of Nili to suspected Chinese HQ-22 SAM batteries and PLAAF combat air patrols underscores the high-risk nature of this operation, marking it as the furthest north V303FG has assigned a combat target to date. The rugged terrain of the Nili mountain range offers a tactical edge for low-level ingress, but crews must remain vigilant for uncharted SAM defenses and PLAAF interdiction.

In March 2025, intelligence reports confirmed the first sightings of Chinese PLA personnel in northern Afghanistan, near the Wakhan Corridor - a narrow strip bordering China’s Xinjiang province. Initially, their presence was framed as “security assistance” for Chinese engineers and BRI projects. However, satellite imagery soon revealed PLA convoys transporting HQ-Redbanner SAM systems—advanced, mobile air defense platforms based on the Russian SA-17—into North Eastern Afghanistan, and the Durji Mountains. Chinas strategic objectives to work side by side with Afghan Army and Insurgent forces still remain unknown at this time.
SITUATION
MISSION
- Recent intelligence has confirmed the involvement of Chinese People’s Liberation Army (PLA) ground forces operating with hostile intent.
- PLA units have been observed moving south from an unidentified staging area north of SOUNDWAVE, stopping at Afghani Army outposts deep in the Durji Mountains for fuel and logistics support at designated DEPOT sites. These movements are supporting a coordinated effort against v303FG aircraft and Blue Force (BLUEFOR) coalition ground units as they continue to patrol MEGATRON and SOUNDWAVE.
- The Afghani Army is known to deploy SA-8 SAM systems, while PLA forces are operating HQ-17 SAM systems within these convoy routes. Additionally, insurgent forces scattered across the AO, equipped with MANPADS are reported in the surrounding mountain ridgelines, posing a significant threat to low-altitude operations over these northern mountains.
- Intelligence has identified in SOUNDWAVE a high-risk logistics outpost in the Durji Mountains facilitating Afghani and PLA movements. This outpost, split into N OUTPOST and S OUTPOST, is deemed critical to disrupt enemy supply lines and degrade their operational capability. Both outposts are priority targets.
- US and NATO ground forces continue to conduct patrols throughout the Green Zone, MEGATRON, and SOUNDWAVE. SITUATION
A. The v303 FG has continued to engage targets moving through MEGATRON and SOUNDWAVE. The death of Haidar has greatly diminished the command and control of insurgent forces but it inadvertently radicalized Afghani tribes against coalition forces. Retreating Afghani Army and insurgent forces continue to regroup in MEGATRON up to SOUNDWAVE with the radicalized tribes increasing their activity. SITUATION
A. The v303 FG has successfully targeted and destroyed the insurgent base south of STARSCREAM and it has been verified Abu Haidar was killed during the strikes. The death of Haidar has greatly diminished the command and control of insurgent forces. The vJFACC has intel that insurgent forces are moving north through MEGATRON up to SOUNDWAVE to regroup. In the near-term insurgent activity within the Green Zone, GALVATRON, STARSCREAM, and Southern MEGATRON is expected to be limited until a successor to Haidar is named and they have had time to assess remaining assets.

MISSION
- The v303 Expeditionary Fighter Group successfully executed its mission to support coalition ground forces in their movement to Camp Dwyer. The operation ensured safe convoy passage routing, allowing US ground forces to stage at the camp and establish a security perimeter. Remaining tasking from within and around the STARSCREAM AOR is ongoing, with forces actively maintaining a FPCON DELTA secure posture.
- Reconnaissance photos from US Special Operations have confirmed the presence of a hardened bunker terrorist camp outpost located 9nm south of the STARSCREAM AOR. The intel images reveal that insurgent forces, who have been fleeing to the south, and are utilizing this camp as a safehaven. The camp is identified as a key redfor stronghold and has become a critical target for neutralization.
- Intel has also identified emissions of unknown early warning radar infrastructure within the camp. This radar system has been coming online intermittently over the past 48 hours, suggesting the insurgents may be monitoring air traffic or preparing for future threats.
- Pakistani military senior leaders reported that the lone JF-17 aircraft, which entered Afghan airspace and engaged V303 EFG aircraft, was piloted by a Taliban sympathizer. This revelation has led to immediate action within the Pakistan Air Force, resulting in the grounding of CAP (Combat Air Patrol) flights near the southeastern border of Afghanistan while an investigation into the incident is ongoing. Despite the grounding of CAP flights in the southeastern region, Pakistan Air Force CAP patrols along the northeastern border remain active. These patrols are claimed as part of Pakistan's efforts to monitor Chinese military aircraft activity, particularly in and out of Bagram Air Base, where heightened air activity has been noted.

SITUATION
A. The v303 FG failed to support coalition ground forces resulting in those forces not making it to Camp Dwyer. Currently those forces are staged at 41R PQ 17170 60367 (N31°16.302' E064°13.848') and are expected to begin moving south Thursday 13 February.

SITUATION
A. The v303 FG ensured the 82nd Airborne Division captured Camp Dwyer in Southern Starscream. In addition to securing the airfield the 82nd successfully reclaimed an Afghani Air Force C-130 that was abandoned on the airfield. Redhorse teams are in place ensuring the needed infrastructure is still in place to support vCAB operations as well as vFS integrated combat turns (ICTs).

A. The last remnants of Afghani Army forces in Galvatron were observed leaving the area and heading towards Lashkar Gah and Gereshk. v2 CAB operations are now authorized from FOB London located in Northwestern Galvatron at 41R PR 85685 03363.

A. v303 FG has been in theater for six (6) days. Although Afghani forces have taken losses they continue to move freely and with confidence in the region. Additionally, the threat of insurgent activity and attacks on friendly forces remains high.

A. 23 sorties have been flown employing 44 munitions and zero (0) gun rounds..
i. V2 CAB: 4 sorties (3 OH-58 & 1 AH-64) employing 2 munitionsii. V93 FS: 8 sorties employing 13 munitionsiii. V303 FS: 11 sorties employing 29 munitionsB. 53 ground vehicles and 63 troops have been verified destroyed or killed.
i. 11 ZU-23, 6 TU-55, 8 MRAP, 9 HUMVEE, 19 support vehicles, 64 ground troops
ACTIONS TO BE COMPLETED
A. v303 EFG forces continue to execute ATO-OPL-00625.
i. The v2 CAB and v303 FS need to execute a concerted effort in the Galvatron AOR to:1. Allow US Army engineers the ability to complete building FOB London which will allow the v2 CAB an additional location to launch sorties from.2. Ensure the success of blue ground forces staging at the western boarder of the Green Zone preparing to move into and secure Galvatron the week of 13 January.ii. The v93 FS should engage targets within Starscream to begin softening up Afghani Army forces for future ground movements into the AO.
ISSUES
A. A blue on blue incident occurred on January 5, 2025 when a 2-ship flight of A-10s mistakenly engaged blue forces at 41R PQ 9910 9219 destroying 2 Bradley APCs and 3 support vehicles. Luckily the vehicles were not manned at the time resulting in zero casualties but this highlights the importance of positive target identification prior to employing ordnance.
B. v303 EFG pilots are reminded that valid Afghani Army and Insurgent targets as well as what blue force assets are in the theater are all shown in the OPL In-Flight Guide.
Coordination Card allows members to know what other aicraft are on the server at the same time, their primary task, and basic information if they need to reach out to a specific flight. Weekly planners (or indiviual flight leads for Sunday evenings) are required to complete. It is suggested that pilots have this available for the specific night I plan to copy and past an image into my final MDC.
Tabs are named after the specific mission numbers. The first two flight night information has been filled out (SQ00525 & SQ00125 so you can see an example). Reminder the first three numbers represent the julian date of the sortie, the last two the year.

1 GENERAL
1.1 Higher Authority is defined as SECDEF, JFC, JFACC, JFLCC, JFMCC, USN Air Warfare Commander, USN Surface Warfare Commander, CC/v303 EFG, or designated Mission Commander when delegated.
1.2 All aircrew will execute their assigned mission within the scope and detail of this document, over-arching Air Force and Joint Publications, Tactics, Techniques, and Procedures (TTPs), and local operating rules and procedures, where appropriate.
1.3 Previous versions obsolete, changes are in bold/underlined/italic font.
2 HOSTILE DETERMINATION:
2.1 Inherent Right of Self-defense: All Coalition Forces have the inherent right of self-defense regarding Hostile Acts and Intent to either themselves or third-party nations.
2.2 HOSTILE INTENT is defined as the threat of imminent use of force by forces against the United States, US National interests, US Forces, their property, commercial interests and assets, and other foreign nationals and their property and assets.
2.3 HOSTILE ACT is an attack or use of force by military or paramilitary against the United States and their allies.
2.4 C2 “HOSTILE” declaration is valid (Voice, Data)
2.5 Positive Identification (PID) is required on all unknown contacts (BOGEYs). Report aircraft type and markings to C2 for status and classification. Armed military aircraft of any class may be declared HOSTILE once positively identified (PID) as BANDIT. This does not necessarily authorize weapons engagement authority.
2.6 PID is required on all ground contacts. Reference the OPL In-Flight Guide for red Afghan Army & Insurgent ground assets. As intel identifies additional red assets they will be included in weekly Air Tasking Orders (ATO).
2.7 PID may be attained by visual or electronics means.
2.8 Point of Origin (POO) is restricted to C2 use only.
3 AIRCRAFT ENGAGEMENT AUTHORITY
3.1 INVESTIGATE command will be used to direct flights to BOGEYs or unknown ground contacts. Does not imply clearance for weapons employment.
3.2 TARGET command authorizes weapons employment once PID HOSTILE criteria are met.
3.3 SMACK command authorizes weapons employment without regard to PID or CDE.
3.4 Show of Presence: A low flyby of military aircraft intended to deter enemy forces from engagement by making yourself known to the enemy.
3.5 Show of Force: An intimidation tactic using afterburners, drop tanks, or other warning shots to announce that US Forces will engage if enemy aggressive actions are not stopped.
4 ACCEPTABLE LEVELS OF RISK (ALR)
4.1 Aircrew will adhere to the following ALR matrix for all engagements.
4.2 ALR will be briefed to all aircrew prior to step.

5 COLLATERAL DAMAGE ESTIMATES (CDE).

5.1 CDE ratings of 2 or higher require Command Authority approval. CDE of 3 requires JFACC/SECDEF approval.
5.2 Pre-planned target assignments are automatically approved for targeting without further CDE assessment.
5.3 Collateral Damage involves unintentional or incidental injury or damage to persons or objects that are not lawful military targets in the circumstances ruling at the time. If CD is observed or suspected, immediately notify HHQ/C2 and initiate a CDA report.
6 MUNITIONS:
6.1 Unguided munitions are not authorized within 5 nm of friendly military units or withing 5 nm of civilian assets unless directed by mission commander (MSC).
6.2 v2 CAB pilots are authorized the use unguided munitions within 5 NM of friendly units or civilian assets when PID of target(s) is possible, ALR is no higher than MEDIUM, and CDE is no higher than “2.” Pilots must ensure blue on blue attacks do not occur and limit the loss of civilian life to the maximum extent possible.
6.3 Strikes within 1nm of friendly forces require JTAC/FAC(A) coordination and approval.
6.4 CBU munitions are not authorized without v303 EFG Command Staff approval.
6.5 Use of depleted uranium (DU) rounds (i.e. Combat Mix) is not authorized without v303 EFT Command Staff approval.
7 RE-ATTACK RECOMMENDATIONS
7.1 NO RE-ATTACK: Effects achieved against the target, and the threat will not recuperate during the campaign.
7.2 IMMEDIATE RE-ATTACK: Effects not achieved against the target, and the priority of the target requires additional assets within the current operations cycle.
7.3 DELIBERATE RE-ATTACK: Effects not achieved against the target, and the priority of the target requires additional assets incorporated in a normal planning cycle.
7.4 FUTURE CONSIDERATION: Effects achieved against the target, but the adversary may recuperate the target to a point where re-attack may be required during the campaign. Couple this recommendation to the recuperation time of the targeted element.
8 DAMAGE ASSESSMENTS
8.1 Aircrew will report to C2/HHQ authority battle damage assessment of targets if known or observed. If assessment cannot be made, report munitions expended and any observed effects.
8.2 The basic damage reportable categories are NO DAMAGE, DAMAGED, DESTROYED, or UNKNOWN.
8.3 Damage assessments and sortie after action reports are to be filed within 24 hours of sortie completion in the Mission DB/SIPRNET Messages section of the forums.
9 AIRSPACE
9.1 Airspace designations and boundaries are the responsibility of the v303 EFG intelligence team, and may be delegated to MC to fit specific mission profiles. Coordination in the OPL Planning Cell in the v303 FG Discord is highly recommended to maintain deconfliction.
9.2 Border crossing is not authorized unless previously approved by v303 EFG Command or MC to fit specific mission profiles.
9.3 Aircraft are to avoid crossing the 12 nm threshold (ADIZ) of a sovereign territory during normal operations.
10 PERSONNEL RECOVERY
10.1 Recovery SAR forces of the 374th Expeditionary Rescue Group are positioned at Kandahar Air Base on a continual 6 hour response status, upgradeable to 1hr, or 30 minute status in support of named operations on request.
10.2 Aircrew are required to update their SERE information packets with their unit’s Life Support and Intel prior to flying missions in theater.
10.3 Sidearms are authorized for all aircrew during all theater operations IAW their local squadron procedures.
10.4 Wingman of downed flight members shall note time and position of incident, ejection/parachute(s) observed, and local area situation to include enemy/friendly positions and local threat assessment. A report will be included in the mission after action report in the Mission DB/SIPRNET Messages.
10.5 Downed aircrew are expected to initiate SERE procedures immediately and make all efforts to evade capture and contact friendly forces by any available means.
10.6 Law of Armed Conflict (LOAC) rules will maintain in effect for the duration of the operation.
11 DAMAGED AIRCRAFT PROCEDURE
11.1 NORDO aircraft shall fly to the designated recovery waypoint, make 2 turns in holding perpendicular to the airfield, and proceed to land straight in without delay. On rollout, NORDO aircraft shall taxi to, park, and shut down in November (Runway 23 landing) or Panther (Runway 05 landing) Ramps.
11.2 Aircraft with hung stores shall taxi to, park, and shut down in November (Runway 23 landing) or Panther (Runway 05 landing) Ramps.
11.3 Damaged aircraft that cannot be recovered safely at the airfield shall broadcast on UHF Guard their situation and will be attempt to fly to the nearest friendly airfield with crew ejection as close to the airfield as possible.
12 UNKNOWN AIRCRAFT INTERCEPT PROCEDURES
12.1 Flight Lead will take up position right or left observation and will challenge via Guard 243.0 and rock their wings. Wingman will take up low trail position behind the BOGEY in firing position.
12.2 The second element will intercept additional BOGEYs using the same procedure. If no other BOGEY, second element will position in 1 mile trail behind lead element.
12.3 Flight will report any threatening posture (Bomb Bay doors open, Equipped Anti-ship missiles et) to C2.
12.4 Engagement authority remains with HHQ via C2 message, voice or digital.
12.5 If BOGEY encroaches within 10 NM of friendlies, Lead will extend forward and safely cross in front of intruder aircraft (BUMP) and dispense warning flares.
12.6 Watch for rocking wings by intruder to indicate willingness to follow the intercepting aircraft.
13 COMMUNICATIONS
13.1 Communication channels in theater will have inter flight communications, at a minimum, secured at all times unless situation dictates clear comms.
13.2 Codewords will be developed for each mission as necessary to maintain security over clear channels.

NARRATIVE
This v303FG Deployment Order (DEPORD) implements virtual United States Central Command (vUSCENTCOM) deployment tasking to support Operation Prevailing Liberty (OPL) by outlining priorities, objectives, and tasks within the Afghanistan area of responsibility.
This order is directive in nature. All members of the v303 FG must read it in its entirety. Members of the v303 FG Command Staff are expected to hold members of the v303 FG to this document and those referenced above.
Unless superseded by future order the v303 FG will be in theater from 1 January 2025 to 31 March 2025.
SITUATION
A. The Afghani government has allowed terrorist activities and training to increase similar to the situation prior to 11 September 2001 increasing the threat to US and our Allies National Security and threaten to destabilize the region. To that end, v303 FG will perform all necessary missions to prevent continued training of terrorists, stop Taliban harassment of non-combatants, deter overt acts of aggression by the terrorist organizations, and remove the Taliban from power helping to establish an Afghani government that the population supports thus removing Chinese influence in the country.
a. Afghani Army equipment is made up of mostly abandoned Soviet equipment from the Soviet-Afghan War and US equipment that was left in Afghanistan after the withdrawal of US troops in 2021. Detailed analysis & capabilities will be provided when updated intelligence is released.b. Currently the Afghan Army has limited anti-aircraft artillery (AAA) or surface to air missile (SAM) defenses and the Afghan Air Force has no aircraft within the Southwestern portion of the country that could provide a threat to coalition assets.c. Of note The Taliban signed an agreement with the Chinese People’s Liberation Army (PLA) for the PLA to establish a military presence at Bagram Air Base north of Kabul. It is expected that within 60 days of the publishing of this DEPORD the PLA will have fully established a presence at Bagram AB to include long range Surface to Air missile systems.
B. U.S. Forces in the region are charged with monitoring and engaging when found terrorist and Afghani Army activities and intervening as necessary and with appropriate weight of effort to remove Taliban and insurgent control of the Southwestern region of Afghanistan securing this region in preparation for a push to the Northeast. Proportional effort shall be used to maintain the initiative and dominate the adversary.
C. v303 FG shall have all units available as necessary in order to carry out their mission. All units in theater are directed to provide the utmost effort to ensure mission success and achieve the desired end-state.
MISSION
A. The v303 FG will provide support and offensive actions as necessary to establish and maintain security of the region, protect civilian non-combatants, and defend the main task force. v303 FG will use all resources necessary to achieve and maintain these objectives.
a. PHASE I – DETERENCE. The presence of an overwhelming U.S. force in the region is intended to deter aggression and prevent a war of speed.b. PHASE II – SIEZE INITIATIVE. This phase is characterized by methodical application of force to drive the enemy back to defensive positions and prevent their forward progress on all fronts.c. PHASE III – DOMINATE. Once freedom of operation for U.S. Forces is achieved, this phase will focus on taking the fight to the enemy and keeping them in a defensive posture with persistent and overwhelming firepower.d. PHASE IV – STABILIZE. Airpower will focus on supporting ground and maritime forces to provide a stable environment to recover the region to pre-conflict status. The enemy is unwilling and/or unable to fight.
EXECUTION
A. JOINT FORCES AIR COMPONENT COMMANDER (JFACC) INTENT
a. The JFACC’s intent is to provide v303 FG with a constant state of airpower readiness to maintain defense of friendly forces and provide firepower downrange on schedule and on call as necessary at any time.b. The desired end state of this conflict shall be that terrorists will be unable to continue moving freely and training in Afghanistan, Afghan Army will be unable and unwilling to carry on the fight in the AO and force the People’s Republic of China to remove PLA assets from the country.
B. ACCEPTABLE LEVEL OF RISK (ALR). Initial ALR is established as MEDIUM for all missions unless specifically directed otherwise. It is expected that the ALR will adjust as conditions dictate.
C. COLLATERAL DAMAGE GUIDANCE – Collateral Damage Estimate (CDE) levels will be 1 through 3. CDE 1 indicates NO COLLATERAL DAMAGE WILL OCCUR. CDE 3 indicates that MAXIMUM COLLATERAL DAMAGE IS POSSIBLE. Any target that is likely to raise the CDE rating above 2 will require v303 FG Command approval prior to weapons employment. Delegation of ALR approval authority will be at the discretion of the v303 FG Command.
D. TST GUIDANCE. Time Sensitive Targets, by their very nature, will be top priority for assigned forces. Maximum effort shall be given to prosecute TST’s as soon as reasonably possible. Regarding TST’s, ALR shall be MEDIUM and the allowable CDE will be 3 unless specifically directed otherwise.

1. Effective at 2359 on 31 December 2024 you are hereby ordered to begin operations at Kandahar AB, Afghanistan as ordered by the Virtual United States Central Command (vUSCENTCOM) in support of Operation PREVAILING LIBERTY (OPL).
2. In the months of November and December you will be expected to complete individual-, flight, and squadron-level pre-deployment training as appropriate for your airframe’s potential missions, to include CAP, CAS, SEAD, FAC(A), ESCORT, as applicable. Additional details regarding pre-deployment training will be disseminated through command channels.
3. The objectives for Operation: PREVAILING LIBERTY are as follows:

4. In addition to the A-10Cs, F-16Cs, and v2 CAB rotary wing assets of the v303 FG there may be aircraft from coalition nations deployed within Afghanistan for force projection and higher headquarters directives, as well as various support aircraft.
